You don't need 1360MHz at all for your core clock, usually with Polaris miners set the core clock at 1150MHz and undervolt as much as possible (around 850mV).

I have been trying to but it gets real glitchy. I've see. Much lower core settings but haven't been able to get it lower than 1360-1400mhz/950-970mv

Is it because my clocks set too high? Most people set it to 2300 and mines at 2500. I wont be able to get near 30mhs without boosting my clock speed unfortunately. Not to mention I'm SOL on timing for now (keeps reverting)

Have you tried with this software ? Now I'm using stock bioses on my 570s and I can underclock the core. If it's not working try with Afterburner or Overdriventool.
Etash is memory intensive, get your mem speed as high as you can as long as you're not using much electrcity. At 2140MHz I set the memory voltage at 850mV, with your higher speed try 1000mV then lower by steps of 10mV and see which lowest possible value is stable for hours.

Ok thanks man! Right now she's steady at 2300 mhz mem clock at 950mv, 1100 mhz core at 950mv. Lowering my core voltage to 800-900mv was applied on AMD tweaker tool but not recognized on afterburner nor hwinfo. It read it at 950mv regardless of the lowered setting. Does this mean it did not work??

Most probably it did not work. Afterburner can read the proper voltage.
