As far as I know, depositing and withdrawing funds from Binance will be resumed today, May 14th. This was stated by the head of this exchange Changphen Zhao in his twitter channel. So, you can wait a bit and start trading on Binance today.

Anyway OP, it is not still late in the bull run. Have you heard about margin trading?
