From what I know
ChiBitCTy was one of the recent members who got unbanned from plagiarism and using him to compare markiz73's contributions to the forum you will see that he doesn't compare to ChiBitCTy in a way theymos would reconsider him back in the forum. For one ChiBitCTy has a lot of Trusted Feedback associated with transactions in the forum compared to 1 Untrusted Feedback markiz73 has. His contributions are only limited to topics related to mining in the Russian board and some announecments on new mining equipment while ChiBitCTy on the other hand have organized charity events and even though he got banned from posting he still is active in the forum reading topics and chatting members through chat groups consisting of forum members while markiz73 on the other hand shows that he hasn't been active in the forum since the day he was banned. Using ChiBitCTy's situation as an example I don't think that markiz73 is qualified to be unbanned in the forum but it's really up to theymos to decide on his case.
There are some unbanned users:
ChiBitCTy;
redsn0w; and
Limx Dev (as I have known so far, maybe more). It's hard to say the markiz73 deserves ban-uplift or not, because we are not admin or global mods, so we don't have which criteria they use to uplift permanent bans. They have not officially written such criteria down.
At least, markiz73 looks like a good user, with good net effects.
