It seems Germany want to take the lead, what are the opinion?

the good news, this could be the first step for crypto regulation in Europe. if the institution can contribute in the future, I am sure that crypto will have mass adoption in Europe. but if this is only for temporary hype, I'm not too sure. because when the market falls they might stop.
