The title is very misleading, it seems OP is not doing his research or he wants to hype his thread and gain attention, this is not a new high, in fact, it's still a long way to all-time high Bitcoin has set in 2017, OP should correct this we don't want misleading information.
You are right the title of the thread is really misleading and if one is not careful to understand the post then you will think bitcoin is already at it all time high of above $20,000 because that is the highest price of bitcoin in history and that was in December 2017 but at this moment bitcoin is still at 7,320 which is still recovery stage.
