It's more likely a reputation issue, but it's clearly not a TRUST issue.

If the person is sig banned for plagiarism then he/she somewhat harmed his/her rep, but the person is trusted and you trust him/her. So I don't think it's needed to exclude him/her from your trust list or stop doing business.

A sig ban member can be a trusted member as well.
