Minepool have 90 active miners, cpu-pool only 30 (right now). Of course if cpu-pool find one block it will shared better. But it's clean that with this little hash power, cpu-pool find more less blocks.

Also minepool have one user with big cpu-power that find very many blocks. The software rewards more the person that find the block.
