It would not really be possible to make using a mixer illegal.
Delivering android updates can be made illegal (at least in the US)... I don't think there is anything (in the US) which can't be made illegal

Yes, suicide is illegal in parts of the US, this is largely so insurance companies do not have to payout for suicides. I am not aware of any jurisdiction that imposes the death penalty for attempted suicide. Most jurisdictions will put you in a physic ward if you try to kill yourself. In addition to the reasons I listed above, in the US, making using a mixer illegal would have freedom of association issues.
