Check from the time you posted this till now and you will see that there was a little bull run. From the photo you have posted the price of ETH was still around $209, but check the price today it has gotten to $243 as of now I'm writing this. On 20th (Monday) I was monitoring the price as it smashed lower resistances and hit $274 - $278 level. It bounced back to $235 and still got back to $260 within few hours. There have also been news everywhere that apart from BTC, ETH is another coin that will also see the bull run. So you're right about a Bull run. Prices are just going slow and steady.
