I think he is because the Office 2019 Pro Plus I purchased from him could be redeemed at setup.office.com
The 25 Digit code sent is used to redeem and then the product gets bound with the actual product key.

The complimentary Windows 10 Pro key I received activated online without any issues. I didn't do the Phone Activation.
