On May last year when BTC was around 8-10k marketcap was 450 billions and ETh was above 500 usd. And nowdays with the same BTC price ETH cost just 250 usd and marketcap only 270 billions... Seems we will see altcoins season soon 
Then BTC could reach $10,000 in just 3 days or next month, especially crypto market behaving like 2017 that means bull is not so far away. On the other hand BTC price just following uptrend very soon we will see $9,000, something bigger will happen in near future, we should ready for it.
We will see them rise and hopefully it will increase the marketcap, also you have to remember that a lot of shitcoins have contributed to the increase of marektcap in the past, and they are almost dead now.
Yes, we have to give some time for the altcoins to increase their price. Bitcoin price is kept increasing which altcoins price is decreasing and to increase the altcoin price it will take some time until the bitcoin starts stable at one price.
