FYI, you linked to the 3.2 release when describing your wallet, but [user agent] in your screenshot shows you're running 3.1.3.  But that's fine and shouldn't be the cause of your issue.

I suggested you -reindex a few posts up.  If that didn't help, then something else is hosed related to your host.  In that case, do a fresh install:  Backup your wallet.dat (and masternode.conf if you have any masternodes), then uninstall Syscoin 3.1.3.  After that, delete everything from your syscoincore folder (In Windows, syscoincore should be in your [user]/AppData/Roaming folder by default). Reinstall Syscoin-qt (might as well download the latest version at https://github.com/syscoin/syscoin/releases).  Open Syscoin wallet, then give it time to download the chain fresh.  Once fully synced, close Syscoin wallet, then put your backed-up wallet.dat & masternode.conf back in the syscoincore directory (replacing the ones that are in there).  Then launch Syscoin again.
