What do those percentages really mean ( in layman's terms) ?

and two more question. The wallet   always ends up being connected to eight nodes, no more and no less. 1) Is there any way to increase that number by adding active peers? 2) How to find out a complete list of all Veil nodes (particularly their IP) that are  active at the moment.
