I'm an Australian citizen so I first report Coinomat scam here -

From there the complaint gets reported to Australian Federal Police, who can then involve Interpol.
I'm not sure Australian regulator would act against Coinomat for illegal issuing of securities, that's probably SEC from USA, and anyone can lodge a scam complaint here -
