How can you even not ran out of sMerit? if you sending it in other board? you applied for being a merit source in our local board and not in other board.
I can't comment on the size of cabalism13's source, but new sources start off small. I had a friend who was added as a source for their Local board and only had around 10 source merits to begin with.
