The forum does not moderate scams or scam attempts. Usually, this is a trust system issue, and is dealt with pretty swiftly by the guys on DefaultTrust. Although, you're right that excessive amounts of spam does usually result in a ban of some sort if the user is becoming a problem. In this instance, at first glance the user is definitely posting low quality content, but I'll take a look at it more later. I might just delete the replies I consider spam, and give them a polite message about posting low quality replies.
