Where do you want to withdraw your fund? Binance doesn't have to provide identification if you don't want and you can withdraw your money, but it's limit for some amount. But if you want to use poloniex, bittrex or other exchanges, I think you should send the document to them so your account can get verified and you can withdraw your fund.
