Because until now bitcoin creator still unknown maybe they still have possibility the government create a bitcoin but the question is what country?
Its impossible that a certain government would do something to ruin their own government. You need to understand that having something that will show the bribery and corruption of a government would be harmful to sustain that corrupted system. So they wont hit their own self with creating something that would expose them. Bitcoin ledger is public to everybody who wants to view it.
Because some of the government want to ban bitcoin to their country maybe they did not know that government of other country who create bitcoin. But all of that is still a big question and until now No answer until we find out the real Satoshi Nakamoto.
Stop chasing this big question. That is the reason why people waste time thinking on things that would not change even if they racked their brains on it. Accept bitcoin as it is.
