I can bet on sports, and other things. I really don't see why you think gambling is illegal in the US unless you are talking about another country but you didnt say the country so I am assuming its the US.

Highly regulated does not mean illegal, it just means there are regulations to legally starting a gambling operation. It can't be illegal or highly regulated. Its either legal and highly regulated or illegal and not regulated since its illegal.
