Yes, right now is the best time to buy Alt, because prices are still cheap, like Cardano, Stellar is the best to invest now, I am sure that in the future prices will continue to increase.
Nearly any altcoin within the top 5 to 10 rankings in market cap, are worth buying nowadays. They have great development teams, constant innovation, and dedication, in order to make crypto a better place. Altcoins such as Ethereum, Cardano, EOS, Stellar, Litecoin, and even Monero are worth buying this time when prices have declined quite a bit.
Compared to 2017's All-time-highs (ATHs), most altcoins are on a huge discount these days. I'm sure that adoption for said cryptocurrencies will grow over time, as they deliver useful features for the mainstream world. Not to mention, some give you a constant stream of rewards by just hodling them over time (like Stellar, and Cardano). With some time and dedication, you can find good altcoins with active development and innovation, in order to help secure your financial future.
Nonetheless, this is still the right time to buy alts. But, it's up to you whenever you make the right investment decision by doing your own research or simply drive yourself towards greed resulting in bankruptcy within the long term. Just my thoughts
