Isn't this enough to make the whole flag worthless? If Timelord2067 refuses the money, he can't be a victim and thus can't create this flag.

If timelord doesnt wish to receive any donations, he doesnt have standing to create a flag because he has no damages. There is no basis for him to ask to manage the donation address.
