No and No, atomic pi uses x86 architecture and is less efficient than the soc on the pi, it's not cheaper since everyone and there mother also needs a breakout board to power the damn thing.

The atomic pi without a breakout board to power easily is now a$43 and some change on Amazon, I do remember hearing there prices increased.
