SOLVED:  I noticed that a website was not loading on my laptop, returning an error saying I was being blocked, but it was working from my phone on the same network.  It occurred to me that this might be related to my problem with the installer, so I rebooted the laptop and fixed both issues.

I have my mnemonic, but when trying to recreate my wallet the installer crashes when it cannot contact the server for the ToS.

I read online about other people having similar problems, and resolving it with a newer version from GitHub, but that was way back in 17/18.

I tried using an older version and had the same result.

Any help is appreciated.
