Is there a "broken" signed message generator/wallet out there somewhere? 
This is the 2nd message recently which has the same weird "message" format...
Or are users simply attempting to copy/paste the format from a previous message? It just seems weird to choose such a broken message tho...

Why do you think it's broken ? I've been using this format for years.
It is a format that is used to easily copy paste the whole data (message + public address + signature) to verify the authenticity of the message.

I personally find that more convenient than
Message : "blaah"
Address : "1sdfqsfqsf..."
Signature : "qsfjqslkdhfqms..."
