Could the reputation system work so that it would be free to give feedback, but you could only give feedback to an account you have traded with before and only one feedback per trade. It should be also done so that the right to give feedback would expire after some time, so that you couldn't come after 1 year to give the feedback. IMO this is the best possible way to implement this reputation/alias system...
