It's a centralized exchange, and it looks for tokens to add, obviously for free.
The interface is quite nice.

The funny thing is that there are people that are not going to take this opportunity now and get their coins listed for free, they are only going to start bothering when the exchange turns out to be a big exchange tomorrow. Just saying though, but you never know what tomorrow have in stock. Then another thing op, I think you should have posted the link to the website, you are allowed to post links as long as youre not posting referral links.
