Those look like the shadiest exchanges that have this coin listed. Two of the four exchanges listed aren't even being counted for volume on CMC. I think it's safe to call MPAY a shitcoin... Why don't you just dump it?

I believe that Op make a bounty for this project and they credit his payment there. That doesn't mean that you can use the coins, if the wallet is locked for this coin.
That's why Op also gives the whole wallet as "Collateral"... Cool
