On checking the twitter handle, I noticed that the maximum investment has been reduced to 3ETH. I personally don't know why there was a reduction, but I guess it could have been done to give other people opportunity to buy the tokens and not few whales. It's best to secure your own tokens before the whales bag all the tokens.
I noticed same and as you said could be a strategy channeled to reducing the impact of whales and could also be because the number of tokens is depleting very quickly and the team wants to reduce excessive purchase for the token sale to last up to the required period and get to more hands. So every person who hasn't purchased should do that quickly before the tokens are finished.
