Not if someone is able to control their emotions and impulsive behavior. Again most gamblers are those who act on impulses, the opposite group are the non-gamblers. So the chance is very low for a gambler to be someone who has control over impulses.

I dont get the idea of scamming gamblers, seems to me you are trying to make things up. The online casino have a provably fair system in their code. You can verify every bet that you place and thus they are not scamming people. I cant say the same for physical casinos though because humans have the habit of covering up things which the digital world does not allow. Being subjected to review in again within the TnC of most casinos but I doubt such incidents having taken place.
