I guess you are talking about best crypto exchange site to trade which is not what right it word to ask provably fair exchange because is something related to online gambling sites not for the exchange sites like others said.
And it depends on the user's experience if someone don't care about the trade in free but they want hai support from the the exchange then they have different opinion about what is the best exchange but there are some traders who don't like to pay high trading fee but can able to wait for the transaction to happen much longer
