What about all the people that went from millionaires to janitors because of their gambling? The odds of winning most high stakes lotteries are ridiculous but a lot of people think it's worth the punt as usually someones gotta win it and the tickets are often fairly cheap

In every rule, there is an exception but we also should not compare his life to us. The universe wants to make him win because of some particular reasons. If you devote your money and time with gambling, you will end up with a life completely opposite to him. Hardwork and dedication is really the key.

The universe does not care about you or anyone else and him winning the lottery is sheer luck and I'd consider him very lucky over anything else especially considering the odds of him winning were probably astronomical, but its still just random and the luck of the draw at the end of the day. If he got cancer and died the same year would you also say that was the universe at work? Nope. Sometimes good things happen to you and sometimes bad but we mostly have no control over that. Sometimes you can make your own luck and this guy did by buying tickets but lets not forget all the other good people who are doing this and never win anything substantial if anything at all.
