USSR is dead. TopicStarter is debil. 
The USSR never fell apart. There was no transfer of rights to other subjects. Consequently, what has been said in the media has no legal effect. Find me at least one document duly certified and you will receive a Mercedes personally.
Anyhow, the Whitepaper link for the English version does not work at all. When will it be available? The project means nothing to most people without a legible Whitepaper around here.
