yes, yes and yes.
The confidential asset would be stored privately by the issuer - using their own centralisation (which is important for assets which will be utilised for confidential purposes) - all the while running on the back of the Beam network, which will remain a truly decentralised platform, continuing to produce a valuable currency by proof-of-work.
