I've also discovered if you scan a wallet address you can send and receive via either the block chain or the lightning network
I highly doubt that. You can use the same button to scan either a LN request or a Bitcoin address, but you can't send a LN payment directly to an addy.Quote

I'm pretty certain Eclair doesn't run in the background.
Your payment arrived with Eclair in the background, but a few days back an on-chain payment only arrived when I opened the app. I think it's an Android setting, Android keeps closing apps that consume battery in the background (I installed Eclair on a tablet).
