The forum is flooded with spam as it is. Now, they are even making a business out of it.

That's not something new. Many such services exist and operate mostly through telegram. I can leave them negative feedback but not sure an unverified PM will hold much weight. Sending unsollicited PMs advertising a service, such as the one in the screenshot, is against the rules of the forum.
