I mean this not cool ! you buy a piece of land and it can be taken from you because you can't keep up with inflation... because you have a frugal life sustain by minimal income... it's very unjust... what do you think of the prorpiety tax ?

You own your land. Property tax is extortion of your money-property. This form of extortion is based on the value of your property rather than on, say, your income. Basically it is a subtle threat of losing your land-property if you don't comply with the extortion of your money property.
The only way that they are in the right is if you made an agreement with them. The three basic forms of agreement are direct agreement, agreement during your purchase of your property, or court adjudication agreement.
When it goes to court, file a claim against the man/woman assessor regarding the agreement to pay. In your claim, offer to pay anything that you owe. Require that they show the agreement that you signed that shows that you owe.
