If newbies couldn't bump topics in "Altcoins", this might help to eliminate the problem with massive spam attacks in that section.
Global moderator suggested it before and I don't understand why admins didn't embrace this idea.
Posts from lower ranked accounts don't bump ICO threads to the top (which would then render paid bump spam useless).
