Do you mean in the trust? When there is no type 2 or 3 flags, (so with or without a type 1 flag) it shows the # regardless of the negative/positive feedbacks the user received.
When you have at least one type 2 or 3 flag active, it shows a triple red exclamation mark (!!!) and the trade with caution warning
