https://bitcointalk.org/index.php?board=67.0And no, decentralisation should be the goal. You are right that there are many scams in ICOs, but they can easily be told by the many red flags they have. Red flags such as: unknown team and advisers, a poorly written whitepaper, a use case that doesn't make sense and so on.
I wonder how much IEOs really make investing safer, after all it is in the interest of an exchange to approve as many projects as possible for maximum profit.
If you could hold an IEO on a decentralised platform I think that would be better.
