No. AFAIK, all it can happen is the IP getting "blacklisted" with evil units (fee necessary to register). This means that:
More bans in a range of IPs = higher fees a
new user will have to pay to register.
Existent users will not get impacted unless in very specific cases (e.g a massive amount of spammy accounts getting banned).
