Newly created accounts of ban evaders are usually banned once again when they exhibit certain characters of previously banned accounts such the one pointed out for OP's case.
IP addresses change from time and again so chances of one creating a new account from the same IP address as that of their old account are very rare IMO.

However, what I know is that, if an account is created using a blacklisted IP address or evil IP address, one will receive the warning right away on their first log in after registering, and they won't be able to post unless they pay some small fee in BTC.
