ICO is not a guarantee that the project will be successful, because most ICO projects are still limited to concepts and do not have clear references,
but projects that don't make ICO or premine are usually serious and good projects.
and I also agree on this, what about your opinion?
agree with you on projects that do not sell ICOs are mostly good projects and high success rates. And project does not need to run bounty as well. Because these projects have big enough communities, they don't need it anymore.
The hardcap of ICO only speaks to the project team's ambition, but for the project to succeed, it depends on the soft cap. At least the project must reach soft cap to be able to afford development.
