If the administration has too much to do and there is no time for them to deal with third-rate countries, it may make sense to give the rights of an administrator or global-moderator to someone who has the time and desire?
You might have the best interests of the Russian board at heart but this doesn't sound like the right way to go about it. Instead of attacking the admins bring up actual problems that would be solved by having a Russian-speaking global mod and can't be solved currently. korner's spam seems like a good example, it was going on for a long time. Not sure about unbanning. At least a couple of Russian users got unbanned by hilarious so you might want to double-check with him what he thinks about markiz73. Perhaps some sort of referral/vouch from both Russian mods could help to get markiz73 unbanned if the language barrier is the only problem.
