I think if we could choose the government-run, it will be safe for us because we don't have to afraid of the places will scam us. Besides that, I think people don't have to be a worry about the worst thing that might happen because the government will protect the people. And like what you said, the lottery will get the legality from the government. But yes, it might be corruption that will happen with that industry since the government taking control of every place.
