You can not do it directly on exchanges.
But you can use maybe LocalBitcoins website or Paxful.
If you have Paypal Mastercard you can also use that way in Coinbase.

There are some other sites also, BUT I don't know how reliable they are.
You can also connect with your local Bitcoin community, and check if someone is also using Paypal.
