What makes you think he's not a merit source? 
He is a source for too long, not at the start of merit system, but within very early months after merit system kicked in. I guess he was selected as merit source at the second wave of merit source allocation.I did not saved data, but it seems after the second wave of merit source allocation, total merit sources increased to around 123, that was stable for months.
