Yes that's the mechanics on determining the winning number. So bettors can't be duplicated and there will be only one winner for each match.
The numbers can be doubled like 7-7 as given with my example. There's no way to cheat on the results because the score will be broadcasted everywhere since you are betting with the popular game, basketball.
