We are currently targeting the Philippines, yes, but ROKS is universal. We will also be targeting other countries once we prove that the idea works in the Philippines. ("Targeting" in this context means making our point-of-sale app legally available in a country.) ROKS will particularly be useful in countries with weak fiat currency; but we need to assure the government of those countries that ROKS is neutral with respect to their fiat. However, note that ROKS is useful in the Philippines not because the Philippines Peso is weak, but because there are ten million Filipinos working outside of their own country. We want to help those people by providing really cheap way to send money back home.
