The reason why projects have migrated from ICO to IEO is that the ICO market is too polluted already. Scams are swarming like flies. And the worse thing is that many of these scams have complete details that they look legit. They can seriously compete in the market with the truly legit ones. In IEOs the investors feel a little safer because they are launched and offered on exchanges. The assumption is that exchanges will not risk themselves being used by scam projects.
