SaitamaX, when you signed up for Cloudbet, it was your responsibility to read and acknowledge the ToS.

Quoting Section 5.1.5:
"5.1.5. You authorize us to use any means that we consider necessary to verify your identity and creditworthiness with any third party providers of information."

Section 5.5.8 elaborates on identification procedures:
"5.5.8 Your winnings from settled bets are credited to your account and may be withdrawn in accordance with our withdrawal policy and if required by us, upon provision of the below materials to our satisfaction:

a copy of valid photographic identification (passport, driver's license)
proof of address (recent utility bill)
credit/debit card to our satisfaction
photo of yourself containing proof of date and identification materials"



It is clear that Cloudbet has remained consistent with their ToS. Yes, it is a shady practice to ask for identification merely upon requesting a withdrawal of big winnings, however, it is not a scam, because their ToS clearly states this practice and elaborates on it.


However, that does not mean Cloudbet is entirely innocent, either. It is understandable that a post like this was made, given the mountains of accusations leveled against this particular website:
